Your right it isnt a slam dunk but as an investor you take that chance. I actually read the article myself and the harper government expects the project to cost 36 billion dollars to make this a reality by 2018... E only needs a piece of the pie for us to see great returns. This is all said in my humble opinion and wish everyone the best!
