The biggest problem for the railways on the west coast is the grain and containers are going to the same area , I worked on the Vancouver waterfront for 40 years and it was a constant problem the grain cars were in the rail yard but they were using the track to deliver the containers or vise versa.As long as the destination for the oil is not the Vancouver waterfront it should not be a problem.
