For example, with a pipeline, isnt the ore processed after it is piped down to the area of the port, located in a more temperate zone with infrastructure. Constructing a processing plant near the port would seem to be far cheaper than constructing one in a remote arctic area. And, if someone financed a processing plant near the port, they would have some comfort it could be sold if the mine went broke, because the plant could be fed with ore from other mines.
