"Target" = "Defendant"    They are saying the defendant lost the appeal challenging the jurisdiction of the International Arbitration Board.  (I never was a fan of the phrasology.)   I also agree with several other posters here that this will be the catalyst for settlement.   "Settlement" could be much more valuable than prevailing in arbitration.  Settlement equals agreement and partial ownership of the decision.  Any verdict equals a winner and a loser... which usually equates to resistance and appeals.  Looking forward to getting to work!
