Abusive for sure.  Either the government has the boundaries delineated (which means they have the "coordinates") or they don't.   After announcing that the boundaries have been delineated, why not provide the cartography?????   If this all turns out negative for EOM, the lawyers will surely go after this contradictory behavior that has cost EOM nearly one-third of its shareprice in the last two days.  Alternatively, the government is still jiggling the boundaries and have not finalized the decision, in which case why make the announcement??????
