What recourse is there over this trading freeze?

What recourse is there over this trading freeze?
I hold over  120000 RPL shares. IROC has frozen trading in RPL for a week now and RBC investing tell me it couldbe a further two weeks before I get my SPE shares. At the rate SPE is falling I could be wiped out by then. How is it legal to freeze the trading in RPL and leave SPE trading? What  kind of Sercurities institutions does the damned Country have? What recoiurse is there. Cant even talk to anybody at IROC wont answer the phone.
