In general, that becomes less true over time.
You can give the regulators the credit on that one,
free flow of investment information for public markets,
is hamstrung by the various efforts of the regulators.
As companies get larger, less details are required
in their financial statements.. More disclosure has turned
into less RELEVANT disclosure..Until the regulators get it
right, which I doubt they ever will, as far too much influence
is beholden to the too big to fail banks..we are in a mode
of less info is the norm.. REAL TIME financial reporting would
be the match for the environment that the regulators have 
created.. SO theres no chance, at least in my book, that 
all available information is reflected in any stocks.. The entire
markets are effected much more by money flows than by
fundamentals...
