Burrows is not a conservative investor.  He is a momentum trader (price chaser).  He buys stocks after they have already had big runups.  It's a tricky game - sometimes momo stocks will continue up for another year or more; other times they stall out or drop back down very soon after the momo buyers have entered.

Conservative investors were following  Canada Pension and buying in last summer.
Conservative investors have already pocketed a few percent in dividends and have paper gains over 80%.

By the way, it is not just TORC;  momentum players started buying a handful of energy names early this year.    Since the energy sector has lagged the other sectors so much the last couple of years, I expect energy stocks to outperform the market this year and probably next year as well.

TORC is still a great holding - but not because Burrows likes it.
