Would this mysterious of holding the stock back be a preparation for a Rollback???, to increase their control.
For instance, a typical RTO may be an offer to shareholders of a ten-for-one rollback, which means they can get one share for every ten they own. Thus a company with 400 Million shares like  WOF  would end up with 40 Million shares and prices should theoretically go from 10 cents a share to over $1 dollar per share.

This is legal and it may also be necessary to conform with IMC, to bring the share value to a higher price to be able to trade in the New York, or Korean Stock Exchange. This would also bring buying from large Funds and other large Institutions.
