Two Degrees Mobile Limited (2degrees) operated in New Zealand and Empresa de Telecomunicaciones NuevaTel (PCS de Bolivia), S.A. (NuevaTel) operated in Bolivia. Both these segments provided a variety of wireless voice and data communications services, including local, international long distance and roaming services. The services were provided to subscribers on both a postpaid and prepaid basis.

According to this document a preliminary decision on 'action' (approval or not) is made before getting into labeling discussions, in fact well in advance of labeling.  

"Adherence to the review timeline, includingcompletion of primary and secondary reviews well in advance of the PDUFA goal date, allowstime to resolve labeling content issues and avoidscrisis management of these issues near thePDUFA goal date."
