Chevron yard on shore in Liberia

Chevron yard on shore in Liberia Does anybody have any more information about what Chevron is doing in Liberia?  While we know Chevron is drilling beside us, it would also be useful to know if Chevron is still building out the yard which would be on shore in Liberia, and expected to help service an offshore rig.  I think we could all conclude that Chevron has discovered commercial oil, if they are continuing to move forward with developing a yard to reduce service time to an offshore rig.   I read concerns about a dilution coming with a financing.  I don't see that occuring before Exxon announces a drill date in our block, which I understand is expected to be announced in June or July (for some later drill date in 2014).  That announcement will help our share price, so any financing at that point will be more palatable.
