The TSX recognizes the CIMVal Standards for valuation of a mining company (Canadian Institute Of Mining, Metallurgy and Petroleum on Valuation of Mineral Properties). So really, to determine 'fair value' on Largo you just need to check out the guidelines, which can be found here:

I don't have the numbers so can't plug them in to a calculator I have, but I remember last time I checked fair value was somewhere around .45-.50 per share.

HOWEVER, fair value doens't account for anything other than essentially what a fair price for the outright purchase of everything at current market values happens to be, so in terms of what that actually means for the share price, it's simply a baseline. Find me a stock that EVER trades consistently at its fair value. Doesn't happen.
