share issuance at .13? There must be inside info here!

If there is inside knowledge of some near future development they would be concerned at issuing so low at .06 when they know better times are ahead for some specific reason.

This would be trading on inside information and would be illegal. I think that is why they priced it at .13 to protect agaist any accusation of this nature.
