Interesting strategy. Or, the Feds can take a number of shares of the entity/Authority (as guarantee for the loan) and have an option to sell them in the market or to some other companies (CN, CP, Bill Gates?) or just forgive the loan, i.e. put the shares in the safe and forget about them.
