It is not just about debt, it is about their obligation to pay that debt and over what time period. That is where the very high level of risk comes from, as many think they will be unable to generate the cash flow required to service their debt as currently structured. As far as costing 1.5 billion to replicate, that is irrelevant if they can't recover the costs.
