There is no arguing about it. They either issue shares or they don't. How those shares are then used is 100% irrelevant. Whether they are held long or sold short, or used to cover...none of it matters. This issue in the end is how many shares are issued and outstanding. Not sure how or where you have developed some hypothesis related to short sold stocks and the number of issued shares, they are NOT RELATED.
