The link posted above is not the news release, its some kind of scam newsletter (seems it always is when its a tinyurl link). Here is an actual link:

This deal is very dilutive but will allow Besra to pay back Europac the money it owes, advance the new project (bong or bau? I get the names mixed) and provide working capital for quite some time. This deal was literally a life saver and the fact that VCG was willing to invest $14million says they have a lot of faith in Besra going forward.
