IBI has a legal problem.

How IBI can give the consent fee only to bondholders who voted in favor of the amendment  and refused to give it to bondholders who didn't voted ?

I understand to refused to give it to bondholders who voted against.

At the end, IBI has to give the consent fee to all bondholders who voted in favor or voted against or didn't voted, for the amendment.

That is the democracy, the same privilege for all, no discrimination.
