As for the multi-year capital budget, while not common, it's good to have a plan, no? I've heard of other boards approving multi year plans. You don't need to have the funds for a well you're planning to drill in 3 years, if your plan is sound, and the wells you've developed in yr1/yr2 are producing, money will come your way; either via financing/pp or cash flow from operations.
