RE:Africa Oil halts its Puntland operations over border issuesFrom my readings, my understanding of the events are:- It was during the latter part of Siad Barre government (1969-1991) the rule of law began to break down and Somalia became un-governable due to armed war-lord groups fighting each other and the government . During this time, few large Oil companies were enticed to go there to carry out oil exploration work and were doing so with contracts pending and unsigned by the non- functional government. These large oil companies finally declared Force Majeure and exited Somalia. That was 1991. Without a valid contract the legality of the Force Majeure may be questionable. As its now more than 23 years since the declaration, is there any statute of limitation to its expiry date. May be they playing, "we can afford to wait it out" game. Comments??.
