with the management and board of directors presently in place,look at the experience,why would they do a share consolidation prior to news
this is a low share count compared to many
granted, low cash position and poor cash,but wait on news,we  know they need money but obtain quality projects first ,a jv is possible
historical pricing is hard to determine investor interest,the news needs to be great,otherwise o.o is possible,i am a buyer at ,o15
