i'm not sure that I understand your point.
I think that you are suggesting that miners do not develop or mine assets until there are higher prices for the metal.
I know that some mining companies have practised "hoarding" assets rather than processing and
bringing metal to the market.
Silver company SSRI used to do that years ago. and there have been others.
Some companies object to that practice and say that their job is to produce metal and not speculate on future prices that may be available.
I can understand both attitudes, but agree that "hoarding" and not producing is speculating on future price, which is risky since the future is unknown.
