In 2009 experts advised that the tailings walls were too high BUT the gov and FN procrastinated by not issuing a permit to discharge the effluent. Yes, Imperial is too blame, but its too early to tell if the gov & FN are also to blame. Regardless, just bc there is a spill in the Province, should not mean that PBM does not receive their EAC. After all, its at the mine design & constructions stage that preventative measures can be applied (according to Minister Bill Bennett).
