Question for the market experts about restrictions on news.

Question for the market experts about restrictions on news.What are the conditions and some examples of why news about a company could not be released? Isn't there some rule about when a director buys shares and when news can be released? Are there other situations that dictate a news blackout?
PGD said they would provide an update then nothing. Just wondering if there is a reason for the delay other than the slap on the wrist for the error in the last release. Get back on the horse PGD!
