Ordinarily, I would tend to agree. 
However, in the news release Danzik refers to the new business segment "Environmental and Reclamation" and implies that one aspect of this business is to "successfully acquire and monetize underperforming assets", i.e. buying and selling. 

And in the Santa Fe Springs land deal, RDX only sold (monetized) a portion of the original holdings.
