Some historical numbers.

1.  Since 2007, the lowest recorded discounts (by year) were 4.6% in 2011 and 5.5% in 2012.
2.  In every year since 2007, with one exception (2010) the discount narrowed to under 10% at some point during the year.
3.  In 2010, the lowest discount reported was 10.6%.
4.  YTD 2014, the lowest discount was 13.9%.
5.  Average discount for 2014 is 15.9% (only 2008, at 17.7%, was higher)
6.  During market corrections, the discount tends to narrow (yeah, real great news).
7.  Current discount is 16.0% (as of yesterday).

I did not analyze NAV data prior to 2007.

I suspect the large discount over the past 12 months is due to the general move towards ETFs.
