Every financing is additional money that Frank can pay to Standard Drilling and Engineering in related party transactions. BGM has sunk over $100M into this project in the last 10 years and a very significant portion of this has found it's way into the coffers of Frank's own company. completely legal and funded by the investors in BGM. he pays himself a salary and then uses Standard to sub-contract all of the activities at site. pretty good deal if you can get people to pay you for this.
