Manipulated???

Looking at Level II does this look like manipulation? TD Securities (007) trades with TD Securities today and brings SXE to 0.21. Then .205. Later 0.20, then 0.195 then 0.19.

I don't mean to be naive, but I've seen this in other stocks I've owned on the venture and it's starting to seem like one bad seed here and there brings down prices to, I'm assuming, score a boatload of cheap shares.
