alpha - thanks for your question. I believe that he should say something like:

Dear shareholders: We continue to be optimistic that we can have a deal signed. We're very sorry that this has taken longer that we expected but what with the newly elected govt wanting to put its seal on these deals etc etc etc... Or whatever the reason.

That would take a hell of a lot of uncertainty out of the equation. Also I know that it p"s folks off to no end to get nothing from the company for months on end except how they are diluting our investment by printing shares etc.

Lets have an update that doesnt include, "Ladies and gentlemen please take out your wallets."
