Oops maybe I shouldn't have pasted that excerpt...

The red highlight is mine.  Seems apparent that one day all pipeline operators will be compelled to utilize the best available leak detection technology in order to maintain their integrity re: environmental and safety concerns.  Just a matter of time....?
