My thoughts are that this is true insider buying - not share buy back.  Perhaps someone can clarify, but share by back programs are announced, then executed over time just like a market order.  If you were looking at an insider report (ie. Canadian Insider) there is never a 'Treasury' group included in the list - just the applicable directors/executive.

An insider is required to report to the exchange within 5 business days that they have been transacting.  Don't believe this applies to buy back programs.
