Send a registered letter to President and CEO of BCE, George A. Cope and file a securities commission complaint in your jurisdiction.  You had a legally binding contract for cash for each of your deposited shares.  There was offer, acceptance and consideration rendered by you, your deposited shares with CST Trust Co., transfer agent for BCE Inc. and BCE Inc. promised you $31.00 cash for each of your deposited Bell Aliant common stock.  BCE Inc. is in breach of contract.  I hope this helps you.
