It's because the pricing is different strokes for different folks. Obviously if Samsung is signing a deal for multiple licences, over multiple years, for a huge number of products, the price is going to be much better than for the guy that wants a licence for two products, short term, and a limited product line. Obviously, they are not going to give him the Samsung price. You can bet your bottom dollar though, that if the little guy knew Samsung's price, they would use it as a bargaining ploy to get theirs at as low a cost as they possible. Therefore, all negotiations and pricing contracts have a confidentially clause. There's no better way to do it, and it's to huge benefit to Wi-Lan, and therefore it's shareholders. The longs have heard endless whining about it on this board. All from short sighted, and/or short term shareholders.
