When are russians going to install HRC cables

When are russians going to install HRC cables
This is my concern. The news about the contract is great but the HRC is the meat of the operation. Are the sanctions by Canada going to delay this? or stop it altogether? After all this is a Canadian company and could be targeted as payback. Any thoughts or news on this?
