RE:Are you sure it has to go back to the Congress?

RE:Are you sure it has to go back to the Congress?Hi rock...my two bits worth on the land bill passage procedure (as a Canadian interpreter of their process). Its a lengthy wordy explanation. Where we stand right now..... HR5205 is a bipartisan omnibus bill containing a number of "titles" or subbills (which includes the Lyon County land Bill.) It has passed the House with bipartisan support and it now resides in a Senate committee where it is/will be undergoing review. A number of the individual titles/bills of HR5205 have already passed muster in the Senate committee and are on the Senate Calendar as individual Senate bills , but there are an additional 3 House orginated subbills which have not yet been considered. The Senate committee has to review and approve these other 3 titles/sub bills as proposed by the house WITHOUT AMENDMENT in order for HR5205 to pass committee and go onto the Senate calendar for a vote which must occur between mid November and the Christmas break of this year/this session of Congress. <> If amendments are made (as happened in the last session of Congress when Harry Reid added the Wovoka wilderness component to the Lyon County House bill)--there is no way HR5205 will pass due to time constraints. It HR5205 passes committee unamended it will go onto the Senate calendar and Harry Reid will control if/when it comes up for a vote. The Majority Leader (Senator Reid D Nevada) plays a big part in the bills potential passage. If the existing bills language is acceptable to him, I'm guessing he would "crack the whip" on the Democrat majority in subcommittee to ensure its passage. Senator Heller (Rep Nevada) also sits on the subcommittee where the bill is being reviewed and you can rest assured that he is fully supportive of the house bill and will do his best to get it out of committee in a bipartisan fashion and onto the Senate calendar for a vote. The Democrat controlled Senate knows that this HR5205 omnibus bill passed a Republican controlled House with bipartisan Democratic Support. My guess is they would be hardpressed not to pass this same Other factors--if Democrats lose control of the Senate IN THE NEXT SESSION OF CONGRESS (NEW YEAR), they may be hard pressed to get as good a bill as HR5205 that contains a lot of wilderness/park components. This is something Democrats like, whereas Republicans are not so keen on creating new wilderness and park areas After it passes the Senate, then Obama has to sign it into law. That is my understanding on how this will work, but I defer to American posters who may be more familiar with the process.,,,Bog? Sound about right??
