The only place I'm seeing anything traded below 18 is on Chi-X, as low as 16.45. Total trades on that ATS for the day are 66.1K as of 15 minutes ago.
 
I don't know what qualifies as tons, but the total trading volume up 'til now today, including all ATSs is 1.9M shares.
 
Probably just some nervous nelly who put in a sell order at a ridiculous price preopen and somehow got filed.
