Strange activity

for RB Energy trading in the OTC markets in the US, ticker RBEIF. It is actually working its way higher and last price at 0.09. Go figure? Bid gaps that shift around from time to time on the BID / ASK. The BID / ASK was 0.09 / 0.195 20 minutes ago, and now ASK is at 0.14. Volume is tiny, so holders don't seem to want to sell?
