If the company dilutes the outstanding float with too many cheap offerings to officers or issues new shares cheaply, then it becomes a problem for existing shareholders.
Having a healthy float maintains liquidity and reduces the bid/ask spread. Look at RX.VN with a float of approximately 15M shares, sure its share price is higher but the spread makes it difficult to execute limit orders.
