They are not lying about the quality of sand a Minago / they said it is of high quality but NOT the best. The sand in Wisconson IS the best so it makes sence to get the best of the best and sell that.
Having the best of the best sand on hand also opens doors here in Canada where it is very difficult to get, thats why NI said it wants to sell its premium sand in Canada because no one else is...
