I don't believe that Jennings is allowed to execute the buyback when the company has material, non-public information. I think the completion, or termination of the Vagobel deal would certainly fall into that category.
It could mean that the deal is still 'in limbo', and they're doing a little more of the buyback in the mean time.
However, just because Jennings are showing up in transactions, doesn't necessarily mean that it has to do with the buyback. They could be executing trades for other institutional investors. From the Jennings website:
