I would think it would be all but impossible to build roads strong enough to run tractor trailers loaded with heavy equipment on, with the permafrost thawing in the summer time and freezing again in the cold weather. The roads can't be paved either and the cost to build a gravel road that would only fall apart without a strong base, would be cost prohibitive, along with the docks and barges and other paraphernalia that would go with moving heavy equipment across the water. Thus the reason we have winter ice roads. I believe there is a total of 13 miles of roads in the whole of Nunavut, and they are in small villages.
