the point was that the U.S. is not importing much oil and that they want to be energy independent. Doesn't matter if it's a tax break or direct cash, many refer to it as a subsidy because it has the same effect by stimulating production. I've also read about the oil industries government help in the form of indirect or direct cash (more commonly known as a subsidy) and seen it on a bevy of documentary films. Your missing the point and getting lost in technicalities. Go harass Forbes for their definition of subsidy I'm done explaining myself.
