Director of consulting company "Promo Tank" Azamat Akeleev Offline against the Customs Union today, December 19, encouraged the Government to accede to the Generalized System of Preferences + "(GSP +) of the European Union.

He said that Russia's economic problems will affect the economy of Kyrgyzstan. Akeleev reminded that transfers from migrants are 2 billion soms, which is about 30% of all revenues. Export to Russia is 65% of total external sales, or about $ 700 million. According to him, in view of the negative economic phenomena, such dependence on Russia is detrimental. He predicted that because of this dependence Kyrgyzstan expects decline in GDP growth, the reduction of jobs and income, as well as labor-intensive industries in crisis - sewing and construction and return of migrants.

Also, in order to be less dependent on migrant remittances, expert advises to use the opportunity to return to the labor force likely to diversify the economy. "We need to encourage the construction, agricultural sector and processing, to declare a moratorium on testing, take measures to enlargement and upgrading of farmers," - he explained.

To the influence of disasters in Russia have less impact, he advised join the GSP + European Union. In this case, it is certain that the GSP + is not contrary to the conditions of the Customs Union and give an opportunity to increase trade, not only with the customs triple. However, among its recommendations, there is suspension of accession to the EAEC and customs agreements vehicle.

Recall, Kyrgyzstan declared its intention to apply for the free importation of goods into the EU still February.

Reference

In the European Union there is a program preferences on the import of goods from developing countries. Kyrgyzstan is a user of the main scheme Generalized System of Preferences (GSP) since 1993.

According to the basic GSP, the European Union provides preferential treatment to all developing countries for the import of about 7,000 items, of which 3.3 thousand headings granted duty-free access, but by 3.7 thousand - apply reduced rates of customs duties.

Use of special GSP schemes +, unlike the basic GSP provides duty-free access for all 7000 types of goods. For these preferences Kyrgyzstan need to observe the rules of 16 international conventions on human rights and labor rights, as well as the 11 conventions on good governance and the environment.

Currently, the Kyrgyz Republic has ratified all the relevant conventions. In this regard, the Ministry of Economy has prepared an application to join the GSP +, which will promote further goods such as textiles, raw materials, processed fruit and others
