It was all a speculative play with China controlling the market, forcing the prices of these metals up... sky-rocketing the market cap of these little companies who planted flags in the ground and said "hey, here's our land. There's stuff under here. Open for business"

Perhaps this company would have found the funding to dig up their stuff if the prices of HREE were still at their heights. Certainly it's just a crack-pipe dream now.
