The thing is, in order for canadian diamonds to circumvent the kimberly process, they must be Mined, Cut and Laser inscribed in Canada. they can't inscribe till cutting is complete. One stone can yield many smaller cut diamonds. That is practice handed down by the kimberly. You may be able to access this stuff on the GIA webste.
