With automated bids/asks constantly in the mix thanks to algos, L2 means next to nothing. In fact, many times it's the L2 itself that is manipulated thus influencing rookie traders to lean one way or another. If you like KUB at 2 cents, just buy it, but don't expect it to run up anytime soon.
