The article Mr Groome wrote was a lobbying type of wording just to try to get interest in the subject here.  As for the paper it was very specific to people who can make the legistative change as opose to the general public.  This paper is not something you buy from a newstand.  It is good that he is trying to start the conversation on why Canada is lagging behind in the move.  Hopefully this article will be followed by some more meatty in Canada this year.
