Nothing of real substance will happen on the Cuba front until the Helms-Burton Act is repealed. Essentially the Act prohibits US citizens or corporations from owning assets in Cuba and penalizes foreign entities with interests in Cuba. Although the US Chamber of Commerce and major US Corporations would like a repeal, it is unlikely that the GOP would agree to vote for repeal mainly because of their close ties to the Florida Cuban expats. Florida is a significant Electoral Vote state for the next Federal election.
