First of all, CZN should pay all the dues- ie the permit fees and all , then only, you can start some thing.
IMHO; Shipping the ore to the nearest smleter may not even get CZN the transport costs.
The best thing is to some how crank up the mill, use the existing infrastructure, get the concentrate out.
Even if you can start with 800 tonnes/day, that is ok.
When things are moving. slowly slowly you can meet the day to day expenses and cut down your losses.
At this stage, no White Knght will come and buy us out. Situation is some what reaching the terminal.

Borrow some working capitl from commercial banks/EDC or BDC, and just let the mill crush, pulverise and make the concentrate.

If possible, sell the concentrate for long term contracts.
Sell off the dead assets-these may not generate any revenue at least get rid of the liability.
Managment should take a cut in thier pay check till the production starts.
Dilution should be the last resort
