9.3 million options in January - no answer?

9.3 million options in January - no answer?
a couple of weeks ago, I posted a question if anyone can answer or has the same question: 9.3 million options were granted @ $0.145 to management in January. The 2 P report in feb mentioned the report was completed in January. Was the result known to management before the options were granted? I have been a long time sh, under water significantly. With all the experts on this Board (the pumpers and the bashers), one might think that this would be a concern?
